It's official. Obama has put his John Hancock on the cash for clunkers bill, giving the Transportation Department 30 days to determine all the rules for the program before it starts in late July. The goal of the program is to get older, less fuel efficient cars off the road and to breathe some life into lethargic automotive sales.
The cash for clunkers program will provide up to a $4,500 credit for buyers who are replacing their old vehicles with a new more efficient vehicle. To get the full $4,500, the new vehicle must be 10 mpg more efficient for cars and 5 mpg more efficient for trucks.

Dealership reduction to accelerate

In the first three months of 2009, roughly 200 GM dealerships closed their doors, but it isn't enough. GM is now looking to close an additional 1,700 dealers as part of their restructuring plan due June 1st to Obama's auto industry task force.
While unfortunate news for some dealership owners, more dealership closings is a good thing for GM. Back in their hayday, GM had over 50% market share in the United States. While that number has dwindled to under 25%, the number of dealerships didn't drop. Cutting an additional 1,700 dealerships will help GM get their number of dealerships back in line with their sales.

GMC and Pontiac on the chopping block

As GM looks for ways to become leaner, the company is examining the future of all of its brands. Well it's all but certain that Saturn, Saab and Hummer are biting the dust, a new report today claims the General is very close to cutting GMC and Pontiac.
While we've heard rumblings that GM's performance brand could be on the way out, news that GMC could be killed comes as a bit of surprise. On one hand, axing GMC makes sense since the brand doesn't have a single model that isn't a rebadged Chevy. On the other hand, GMC is profitable, and you can't say that about many of GM's other brands.
Seeing Pontiac go the way of Oldsmobile would make for a sad day for all of us car enthusiasts. Sure, we won't miss the G3 or G5... but the G8, Solstice GXP and rumors of an all RWD Pontiac sure got us excited.
These are just reports for now... Only time will tell how much truth they hold.

Investors Interested In Saturn

After weeks of speculation over who may be interested in purchasing Saturn, we have our first confirmed bidder. Telesto Ventures, backed by Black Oak Partners, numerous Saturn dealers, and more investors, has put in a bid to purchase the ailing brand from General Motors.
The plan appears to make Saturn a sort of superstore for small cars. Saturn dealers would sell vehicles from a variety of manufacturers, offering a sort of one stop shopping for car buyers.
GM is being tight-lipped about the situation, saying little more than that they are conducting a feasibility study.

Opel/Vauxhall Insignia OPC/VXR Unleashed

The General has just taken the wraps off of the new performance edition of the Opel/Vaxhaul Insignia. The OPC/VXR version of this sexy sedan lays down 325 horsepower to all four wheels using the same Haldex x-wheel drive system as the Saab 9-3 Turbo-X. All those ponies come courtesy of a 2.8L turbocharged V6; the same one used in the Saab and the upcoming Cadillac SRX.
Other features of the Insignia OPC/VXR include a lowered ride (10 mm lower) with an adaptive dampening system and a 6-speed manual transmission. GM reports a 0-62 MPH time of 5.8 seconds.
With the all but certain demise of Saturn, will we ever see this car in the US? It's doubtful, but possible. The Insignia is currently being sold in China as the Buick Regal. In our opinion, this car would be a great vehicle to compliment the Enclave and all new Lacrosse in Buick's US lineup, but there has been no indication from GM that this will happen.

Cadillac Converj concept gets production approval

According to Motor Trend, GM has approved production of the Cadillac Converj concept, which debuted at the 2009 NAIAS in Detroit. The Converj is an extended range electric vehicle using the same powertrain as the Chevy Volt.
Since the price of the Volt is expected to come in at around $40,000 (largely due to the cost of the battery), it makes sense to package the technology in an up market, higher price vehicle like the Converj. But how does using the Volt powertrain in a Cadillac jive with Cadillac's new found mojo and emphasis on performance? According to GM engineers, the Converj's computer controls could receive some tweaks that would create higher performance than that of the Volt (likely at the cost of driving range).
The Cadillac Converj should enter production in 2011, one year after the Volt.

Saab 9-3 Diesel Gets Fuel Economy Boost

Thanks to some minor modifications, the Saab 9-3 diesels sold in Europe will soon be getting better fuel economy and emitting less carbon. A 7% increase in efficiency is the result of revised gearing and engine callibration, as well as lower rolling resistance ties.

Report: Navistar Still Interested In GM Medium-Duty Trucks

Last year a deal fell through for GM to sell it's medium-duty truck division to Navistar, but a report from Reuters says the deal may be back on table.
Here's what Navistar's CEO and President, Dan Ustian, had to say on the topic: "we're always looking to grow and that compliments us pretty well."
Selling off the medium-duty truck division would provide General Motors with a much needed, albeit small, infusion of cash. It has also been rumored that Isuzu is interested in the General's commericial truck business. Stay tuned for updates as this story develops...

GM To Update Existing Plant To Build Cruze/Volt Engines

As we reported earlier, GM had been planning on building a brand-spankin new $370 million plant in Flint to produce engines for the Chevy Cruze and Chevy Volt. A few weeks ago we learned that the contracts for the plant construction had been cancelled. At the time, GM's story was that construction was simply on hold. Now word has come that GM will not be building a new plant. However the news isn't all bad for Flint. Instead of building a new plant in the struggling city, GM will invest $250 million in the existing Flint South plant to build the engines.
Production of the 1.4 liter 4-cylinder engines is scheduled to begin in December of 2010. Hit the jump to get all the details in the press release...
